KEY DUTIES:

1. Opens file for every incoming ships/aircrafts on which a shipment for MSD is manifested.

2. Confirming vessels arrival time to Operation department for payment purposes and release
payment requisitions for timely customs and shipping line documentation prior to vessels
arrival.

3. To do proper item classification (item’s HS code classification), process customs
declaration through Tanzania Customs Integrated System (TANCIS) and upload it for final
customs assessment.

4. To process online TFDA import/export permit application and other import permit (i.e
TBS, Atomic Enegy and Tanzania Diary Board) timely.
5. Prepares all customs documents, and Central Freight Bureau and MSD documents required
in receipt of such consignment.

6. Prepares documents related to duty, taxes and other charges arising from overseas items

7. Perform and implement all custom clearance activities such as following upcoming
Shipment, documents transactions in accordance with the clearing and forwarding of
sea/airway freight policies, procedures and customs laws.

8. Make available supporting documents required for clearance such as shipping guarantees
requisitions and ensure on time submission and follow up for immediate clearance

9. Following up with the Freight Forwarders, couriers and shipping lines for freight
quotations and price lists for inbound and outbound shipments.

10. Coordinating with the Warehouse to ensure that copy of shipping documents have been
forwarded to the warehouse for proper receiving.

11. Keeping records of all demurrages, detentions and follow up with the concerned buyers for
settlements and implements preventive actions to avoid customs penalties.

12. Perform any other official duty as may be assigned by supervisor

3. Ensure the warehouse facilities and buildings are in compliance with OSHA and other
regulatory guidelines and safety regulations.

4. Participate in preparation of the building infrastructures maintenance budgets and
monitor their expenditures

5. Prepare requisitions for building maintenance supplies, material and equipment,
monitor inventory; load and unload supplies.

6. Prepare cost estimates for maintenance activities, maintain maintenance records and
files.

7. Repair locking systems on doors, files cabinets and lockers.

8. Suggest spare parts and service parts that should be on hand, as needed, to perform
basic maintenance procedures.

9. Perform various basic maintenance procedures on buildings and related items as will
be instructed to do so.

GENERAL DUTIES & RESPONSIBILITIES
A SACIDS Accountant will be assisting in taking up daily accounting activities within SACIDS.
Duties and Responsibilities
• Assist the Financial Management Officer to record, analyze .and report project financial status in consistence with World Bank’s procedural and reporting requirements.
• Assist in maintaining and updating all project accounting records.
• Assist in preparing monthly and annual financial reports to ensure timely submission as may be required.

Qualifications and Experience:

1.0 Background
The Surface and Marine Transport Regulatory Authority (SUMATRA) was established by Act No. 9 of 2001 and came into force on 15th August 2004 by Government Notice No. 297 of 20th August 2004.

The Board of Directors of SUMATRA is a governing body established under Section 7 of the Surface and Marine Transport Regulatory Authority Act, Cap. 413. The Board is charged with the duty to give directions to the management as to the smooth operations and fulfillment of the objectives of the Authority.

The tenure of, five (5) sitting Board Members is to. expire’ in December, 2017. The Chairman of the SUMATRA Nomination Committee who is also the Permanent-Secretary, Ministry of Works, Transport and Communication (Transport), invites Tanzanians with relevant qualifications as $pelt out herein to apply for the position of a Board member.

Minimum Qualifications
As per the First Schedule of the SUMATRA Act, a person seeking appointment of the Board member of SUMATRA should have the following minimum qualifications:

(c) Knowledge of the industry;

Qualifications in the field of fundraising and/or business studies, possibly with University degree or Diploma and work experience in international associations. Knowledge of the main criteria for marketing and communications in the non-profit sector, and knowledge of data processing systems. Knowledge of the country’s language and at least one other foreign language (English, French or Spanish). Ability to work in a team and manage the activities of collaborators and volunteers.
Characteristics and skills Ability to:
Conduct and analyses market research to identify potential new donors
Develop relationships with the highest possible number of groups of people
Create and/or develop an appropriate database for the association
Define the annual fundraising plan (to be presented to the Board of Directors)

Purpose

of the position Person responsible for coordination of the suitably selected and trained volunteers in the country who help to raise awareness, increase the number of listeners and support the radio. The activities of the Promoter include technical, editorial and promotional duties.

Main knowledge Have a thorough knowledge of the Radio Maria Project in all its operational aspects.
Ability to adopt methods of communication designed to positively engage the audience (personal ability or acquired at university, on courses or at specialist seminars); good organizational skills; perfect knowledge of the country’s language and possibly another language (French, English or Spanish); ability to coordinate groups of people of different cultures and age, and with different approaches.

Position Summary
Director of Maritime Safety and Security ensures compliance with requirements of International Maritime Organisation (IMO) including its conventions such as MARPOL, SOLAS and STCW. He/she is also the Registrar of Ships in accordance with SUMATRA Act, CAP 413 (as amended).
1.2 Main Duties and Responsibilities
Director of Maritime Safety and Security reports to the Director General reports to the Director General with the following main duties and responsibilities:
i) To assist and advise the Director General on maritime safety and security issues;
ii) To approve ship drawings and plans for new build or conversions and supervise the conduct and the initial survey and tonnage measurement of ships;
iii) To register ships and maintain a Register of Tanzanian Ships registered under the Merchant and Shipping Act, 2003;
iv) To enforce implementation of the set maritime safety and security regulations and standards;

x) To manage and contribute to the strategic, business planning and budgeting process of the Authority;
xi) To manage the individual set objectives/targets and performance standards as part of the individual performance agreement in consultation with the Supervisor;

1.3 Minimum Qualifications and Requirements:
University Postgraduate Degree in Nautical Science, Maritime safety, Marine Engineering, Naval Architecture, Maritime Law and Policy, Maritime Transportation, Marine Environmental Management or its equivalent from a recognized institution;
Master or Chief Engineer Officer (STCW Reg. II/2 or III/2) with seagoing service;
Bachelor Degree in Marine Engineering, Naval Architecture, Maritime Transport, or its equivalent from a recognized institution; and
At least ten (10) years of working experience, five (5) years of which must be at senior managerial position in a reputable institution (preferable a maritime institution).
TERMS OF EMPLOYMENT
Successful candidate for the position of Director will be employed on 6-Years Contract, as provided in SUMATRA Act, including six (6) months of probation. The contract is renewable, subject to the employee’s satisfactory performance.

1.0 BACKGROUND
The Warehouse Receipt Regulatory Board (WRRB) was established by the Act No. 10 of 2005 as amended by Act No. 3 of 2015 to promote and administer Warehouse Receipt System (WRS) in the country. Warehouse Receipt System is a system which enables farmers to store their produce in a licensed warehouse and obtain a receipt as a title instrument.

To be a leading organization in linking commodity producers to formal credit and commodity producers to formal credit marketing using an effective way and efficient of warehouse receipts system

To regulate and promote the warehouse receipts system that ensures a fair and sustainable accessibility to formal credit and commodity marketing systems.

2.0 QUALITY ASSURANCE OFFICER II – TWO (2) POSTS

2.1 DUTIES AND RESPONSIBILITY
i. Undertake Inspectorate of all standard;
ii. Carry out Assurance of compliance to the laid down standards;
iii. Monitor settings and using of grades and standards;
iv. Liaise with TBS, TFDA to develop national standards using
certification scheme for commodities under trade;
v. Any other duty as may be assigned by the Manager

2.1 QUALIFICATION, EXPERIENCE AND COMPETENCIES
Holder of Degree either in Crop Science, or Commerce (Finance) from a recognized University or institution, proven knowledge of Warehouse Receipt Operations and must be Computer literate.

3.0 LICENSING OFFICER II – ONE (1) POST.

3.1 DUTIES AND RESPONSIBILITIES
i. Standard determination;
ii. Standard setting;
iii. Undertake preparation of the establishment of commodity exchange;
iv. Review and update the WRRB legislation and its operating procedure so as comply with other legislation of crop boards;

v. Any other duty as may be assigned by the Manager

3.2 QUALIFICATION, EXPERIENCE AND COMPETENCIES
Holder of Degree in Economics, from a recognized University or Institution, proven Knowledge of Warehouse Receipt Operations and must be Computer literate.

4.0 PLANNING OFFICER II – ONE (1) POST

4.1 DUTIES AND RESPONSIBILITIES
i. Promote warehouse receipt system as a means for credit access by smallholder producers
ii. Link stakeholders with banks for the credit purposes
iii. Advice the Manager in all matters related to marketing and credit facilities for the stakeholders who will deposit their commodity in a warehouse.
iv. Any other duty as may be assigned by the Manager



4.2 QUALIFICATION, EXPERIENCE AND COMPETENCIES
Holder of Degree in Regional Development Planning or Economics from a recognized University or institution, proven knowledge of Warehouse Receipt Operations and must be Computer literate.

5.0 DATA ADMINISTRATOR II – ONE (1) POST

5.1 DUTIES, EXPERIENCE AND COMPETENCIES

i. Codes program instructions
ii. Documents existing procedures and operating methods
iii. Documents programs as directed
iv. Tests program and analyses test results
v. Analyze documents, files and reports related to work flow
vi. Draws details flow charts for efficient writing and maintenance of programs
vii. Designs input and output format
viii. Writes Computer Operating Instructions for programs
ix. Prepares systems flow charts
x. Write programs in accordance with flow charts or Block Modules
xi. Organizes information accessibility
xii. Performs any other duties as may be assigned by Manager

5.2 QUALIFICATION, EXPERIENCE AND COMPETENCIES

Holder of a Degree in Computer Science from a recognized University or institution with specialization in either Systems Analysis and Design or programming and must have proven Knowledge of Warehouse Receipt Operations.
