Qualifications:
Required Education: Medically trained personnel (nurse, clinical officer, laboratory technician, MD, etc) who have current qualifications and training in phlebotomy and HIV testing duties. Preference given to those who also have a Degree in Social Work, Public Health, Social Sciences or similar field from a recognized academic institution.
Required demonstrated working experience of minimum 1 year providing HIV testing and counseling services with demonstrated familiarity with MOH systems, tools and procedures for HIV testing and qare management. Preference given to those who have additional experience with community-based HIV programs targeting KVP.
Ability to maintain utmost confidentiality regarding participants' health status and sensitive information contained in paperwork
Ability to adapt to situations quickly and problem solve
Ability to work independently and travel extensively to remote areas, including islands
Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centers
Ability to interact well with all targeted KVP groups and peer outreach volunteers by facilitating a nonjudgmental, nondiscriminatory, and non-stigmatizing environment in the program, to welcome all clients regardless of their background
Excellent written and verbal communication skills in Kiswahili and English

Must be a Tanzanian Citizen; preference given to candidates already living in the job location region.

Five years of experience in one or more of the following areas: finance, agriculture, agribusiness, SME finance, rural financial services and communications systems, renewable energy and adaptations to combat climate change.
Proven project management and implementation skills with the ability to work with a diverse group of clients.

Job title: Temporary Program Officer

Duties
Develop an improved data monitoring and evaluation system which allows NTDCP and HKI to keep detailed track of general program data, assists in gathering and verifying data for the WHO dossier for TT elimination, formalizes a system for data reporting through the district and regional levels, and builds the NTDCP’s capacity to manage ongoing data collection at the close of the program.
Accompany TT-Only Survey facilitation team on their trainings and field work to assist in ensuring quality of data collection during TT-Only Surveys.
Work with NTDCP to implement a high quality surgeon outcome audit, spearhead the subsequent data analysis, and assist to formulate recommendations for moving forward based on results of the audit.

Education
The ideal candidate will be fluent in English and Swahili.
Must possess a minimum bachelor’s degree in a relevant field such as monitoring and evaluation, public health, statistics, etc.
Strong data management, coordination, monitoring and evaluation, and communication skills.
Ideal candidate has technical knowledge of trachoma, TT, and SAFE elimination strategies.

Experience
Experience in hygiene and sanitation/environmental health is an added advantage.

Work with MEAL Coordinator to develop capacity of local communities, partners and staff on the programme M&E framework, data management, and data analysis and results‐oriented programming, monitoring and evaluation methods and principles and reporting systems
Ensure that children, women and other vulnerable community members are actively participating in all Project and MEAL activities
Organize and facilitate quarterly district panel monitoring, progress review and learning events
Make sure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of data in sectors or develop and maintain effective database

Education
Bachelor degree in an area of social science, healthy community development or equivalent

Experience:
At least 2 years experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDS, Health and Nutrition.
Experience in setting up and/or managing M&E systems, preferably in NGO setting
Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms.
MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
Ability and willingness to travel to field sites and work in remote locations, often for prolonged periods of time
