Job Title: Monitoring and Evaluation Officer

Duties

• Assist M&E Manager to develop, implement THPP monitoring and evaluation activities.
• Ensure effective implementation of the Tohara Plus Project monitoring and evaluation plan for the VMMC programs. This will include collection of all relevant data,' management of the information, and using it in preparation of required periodic reports
• In consultation with M&E Manager, propose priorities for project assessments, operational researches and evaluations related VMMC and coordinate the implementation of researches and field assessment.
• Collaborate on the development of supervisory and quality assurance tools for VMMC clinical services.
• Build the capacity of health care workers at the facilities implementing VMMC and ensure accurately and timely collection of monthly reports.
• Complete data analysis and reports: Enter and analyze quantitative and qualitative data according to the needs of the team and project stakeholders
• Work together with M&E Manager to develop quarterly project reports, annual project reports, PEPFAR Semi Annual and Annual Progress Report

• Collect, document and disseminate best practices and lesson learned from the implementation of VMMC clinical services
• Prepare routine reports, presentations, brochures, project summary sheets, newsletters, highlights, project abstracts and other publications as required by the project.
• Update data in the program communications, materials periodically.
• Travel to sites to provide direct technical support on data quality assurance, data analysis, data interpretations, data use, program data capture tools, and data management Develop/updates dashboards for informing the field teams as per their performance in relation to set targets.

Essential qualifications, knowledge, skills and ability:

• Bachelor degree in Epidemiology or statistics or an equivalent combination of education and experience.
• At least 4 years of proven Monitoring and Evaluation experience preferably in the field of Health and/or HIV/AIDS
• Good understanding of HIV / AIDS care and prevention strategies and in particular VMMC and programs.
• Proven capacity to direct, develop, manage and inspire a multidisciplinary and Professional team in the Tanzanian health sector
• Knowledgeable about basic statistics (descriptive statistics, anova, multiple regression)
• Ability to analyze information and evaluation results for planning.
• Demonstrated skills in quantitative data analysis, data management and report writing.
• Strong conceptual ability and writing skills
• Oral and written proficiency in English and Kiswahili required';
• Be prepared to travel, up to 30% of work time, in support of project activities within the country and periodically internationally

Preferable Experience
• Experience and knowledge of monitoring and evaluation techniques, procedures, and protocols in a USG-funded project
• Experience in questionnaire development (including testing for reliability and validity)
• Intimate knowledge, understanding and experience of the Ministry of Health
• Structures and systems in Tanzania
• Demonstrated experience in working and collaborating with USG, other donors, and other funded organizations

Job Title: Volunteer Coordinator

We are looking for a mature, organized and flexible individual with excellent interpersonal skills to manage our Volunteer Program at the Rift Valley Children’s Village (RVCV) in rural Tanzania. The Children’s Village is a permanent and loving home for 97 children and located in a remote and impoverished village in Karatu District, adjacent to the Ngorongoro Conservation Area.

This full-time position will offer you the opportunity to make an important difference in the lives of our children by helping our volunteers have a positive impact on the village and a meaningful experience during their stay. The Volunteer Program is a critical component of our organization, and RVCV hosts as many as 80 volunteers each year (approximately 5 to 10 at any given time).

The Volunteer Coordinator is a member of the senior staff at RVCV, and contributes to decisions related to the operation of the Children’s Village. He/she will be responsible for oversight of all aspects of the Volunteer Program, and act as an important liaison between the volunteers and the staff. He/she will also play a crucial role in the daily/weekly program of RVCV children, as well as extra planning and supervision of events over school vacations and special holidays. He/she should be able to both work independently as well as part of a larger team.

The duties of the Volunteer Coordinator include, but are not limited to:

In-Office organization: 20%
• Responding to all email inquiries regarding the Volunteer Program
• Scheduling and preparing volunteers to work at RVCV
• Maintaining a detailed volunteer calendar of arrivals, departures, housing arrangements, etc. in Microsoft Excel
• Managing volunteer postings online and partnerships with volunteer placement organizations to aid in the recruitment of volunteers
• Creating and maintaining files (hard copy and electronic file) on all volunteers
• Liaising with the U.S. office
• Applying for Work and Residence Permits for qualifying volunteers and foreign staff

Interpersonal volunteer relations: 30%
• Meeting and greeting volunteers and overnight visitors, conducting orientation and tours
• Daily management of volunteers; determining, scheduling and supervising volunteer job duties
• Conducting weekly group meetings with the volunteers to discuss plans, problems and concerns. Providing support, counsel and training as needed
• Scheduling days off for long-term volunteers and Sundays off for all volunteers and foreign staff

Children’s Program: 40%
• Overseeing volunteers running morning classes, supervising playtimes, making snack and breakfast for the children.
• Coordinating weekly class schedules for our Day Care program, which consists of informal morning and afternoon classes at RVCV taught by volunteers
• Planning special holiday events and activities for the children during school breaks
• Helping discipline all children and liaising with the Counselors when necessary
• Distributing and managing our stock of clothes, and shoes—for 97 children! Including conducting clothing swaps two times per year, and shoe exchanges weekly

General: 10%
• Communicating with the HR Director on volunteer/staff relations
• Helping with in-country travel arrangements, including transport, hotels, safaris, etc. as needed for volunteers and visitors
• Determining the most needed items at RVCV and communicating all needs to the US Office
• Receiving and managing shipments of donated supplies
• Keeping the library, preschool room and all materials for class times stocked and organized
• Coordinating with the Volunteer House cooks on meal planning
• Assisting Executive Director with special projects

Qualifications:
• Must love kids! Experience or training in teaching or childhood development is helpful but not required
• Candidate must be outgoing, friendly, easygoing, and patient with all types of personalities coming from all walks of life, as well as open-minded to different experiences and cultures
• Strong attention to detail and ability to multitask
• Experience managing junior staff, volunteers or interns a plus

KNCV is the lead partner in Challenge TB (CTB), the USAID-funded 5-year global program to decrease TB mortality and morbidity in high-burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), FHI 360, Interactive Research & Development (IRD), Japan Anti-Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), PATH, The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization (WHO).

The overarching strategic objectives of Challenge TB are to improve access to quality patient centred care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms. KNCV is the lead partner and sole implementer of the Challenge TB project in Tanzania

Purpose of the position

Assistant Programmatic Management of Drug-resistant TB (PMDT) coordinator will coordinate, support and facilitate the rapid scale-up of quality- assured PMDT services in close collaboration with the NTLP and other technical partners. In addition she/he will assist NTLP in implementation of quality decentralization of PMDT services and introduction, monitoring the implementation of TB new drugs and shorter regimens.

Duties and responsibilities
Assist to coordinate Programmatic Management of Drug resistant TB activities at NTLP and participate in the development of policies, guidelines and M&E tools on programmatic management of MDR TB in the country
Support the introduction and monitoring of implementation of New Drugs and short regimens in the country
Participate and co-coordinate weekly MDR TB technical review panels through DR TB ECHO program and quarterly zonal cohort review meetings to assess clinical progression of MDR TB patients and work on identified challenges
Supervise and mentor decentralized MDR TB sites and sites implementing the short MDR TB regimen
Conduct a monthly follow up of all MDR/RR-TB cases detected against enrolment in the country, track all patients not initiated on SL treatment
Participate in quarterly quantification of second line ant TB drugs with the National TB program pharmacists
In collaboration with CTRL, support the scale up of new diagnostic technologies including Xpert MTB/RIF and second line LPAs
In collaboration with CTRL, assist in tracking sputum sample referral for TB culture, DST and second line LPA (Hain) and monitor TAT for each test
In collaboration with the MDR TB coordinator and Programme pharmacist, monitor implementation of Active TB drug-safety monitoring and management (aDSM) in the country

Education

She/he plans for maintaining quantity and quality of all supplies for direct and indirect patient care activities.

Duties and responsibilities

Responsible for the ordering, receiving, storage and distribution of all TB laboratory supplies including reagents, consumables, equipment, spare parts, paper, forms, and any other inventory item(s) related to the operation of the CTRL.
Support utilization of GXAlert data produced from GeneXpert machines countrywide to forecast and quantify GeneXpert cartridges.
Assists the Head of CTRL in developing annual supply and expense budget, staying within the limit established for utilization, and reporting to the Head of CTRL any variations from budget
Acts as a resource person to the TB laboratory staff and clients regarding procurement of supplies in the country
Support capacity building to the Zonal TB laboratory personnel, hence is equipped with the knowledge for efficient ordering, receiving, storage and distribution of all TB laboratory commodities supplies on a daily basis including GeneXpert cartridges.
Be a link of information regarding the availability of supplies and other pertinent information between MDS, CTRL/NTLP, Zonal TB Laboratory Personnel, RTLCs and partners on the status of GeneXpert cartridges in the country and other TB reagents and supplies on monthly basis.
Responsible for maintaining records of service contracts, leases, and utilities of TB laboratory inventories countrywide including GeneXpert machines.
Coordinate and follow-up on all instrument preventive planned maintenance and emergency service in all operational service areas of the TB laboratories including GeneXpert machines, LPA, and other diagnostics.

Job Title: Project Coordinator

Duties:

 Lead and manage all staff working on the community-based HIV prevention project reaching KVP in Dar es Salaam region
 Develop annual and quarterly work plans and supervise implementation at the regional level to ensure all targets are met
 Organize the orientation of the local government authorities and other stakeholders about the community-based HIV prevention project
 Organize the training/orientation of healthcare workers in the selected health facilities on the community-based HIV prevention project
 Liaise with regional authorities and stakeholders as the representative for ICAP’s regional office for technical and supportive guidance
 Participate in the development of the referral network model between the community-based outreach and health facility services
 Coordinate and conduct mapping of hot spots and size estimation where KVP including adolescent girls and young women are found
 Collaborate with organizations for execution of sub-agreements and service agreements
 Supervise the recruitment and training of community outreach workers and lay counselors from peer groups to implement the outreach services.
 Mentor and supervise community outreach workers and lay counselors regularly and frequently during outreach sessions and lead regular meetings
 Ensure adequate data collection and timely, complete and clean reporting of regional data to the central level

Required Education:
o Medically trained personnel with a Bachelor’s Degree or higher including: BSc Nursing, MD or DDS

o Non-medical personnel with a Master’s degree or higher in the following fields: Public Health (preferred), Sociology, Psychology, Social Work, Gender Studies, or Community Development.
 Required: Minimum 2 years working experience in HIV care and/or HIV prevention with a donor-funded organization. Preferred: experience with community-based and or KVP-focused HIV programs
 Required: Minimum 2 years experience directly supervising/managing a multidisciplinary team, with demonstrated skills in leading teams of public health professionals with experience in developing and executing work plans and budgets
 Required: Familiarity with PEPFAR-funded projects. Preferred: experience with CDC funded projects.

Zonal Manager X 1
Position Responsibilities:
The Position will be responsible for leading implementation of project activities in the zone. Slhe will be responsible for focal regions and districts within the zone and for regional coordination and joint-planning with Government, local NGO partners, community organizations, and civil society partners, Additional functions include:
• Establishing and maintaining excellent relationship with collaborating agencies; partnering with to troubleshoot site specific operational issues; maintaining cross-functional project timelines,

• 3+ years of experience in implementing and managing public relations, branding/marketing communication or advocacy projects or campaigns. ~ust have demonstrated experience in planning and implementing strategic media campaigns for local and national brands and has built and managed social media platforms in the past.
• Knowledge of state of the art public relations, marketing, social and behavior change communication models and strategies and their practical application. Technical knowledge of one or more of the health topic areas (MNCH, FP, malaria, HIV/AIDS, TB) is desirable.

Director, Monitoring, Evaluation and Knowledge Management X 1
Position Description:
The M&E/KM Director will work in close collaboration with the Chief of Party to ensure M&E and Knowledge Management strategies are sound and support the results and goals of the project. S/he will monitor project results and be ‘responsible for the quality and accuracy of technical results and reporting.
Position Responsibilities include
• Leading the design and implementation of the project’s (a) M&E activities-i.e developrnent Performance M&E Plan; development and monitoring of indicators; implementation (baseline and monitoring studies oversight of data collection and analysis; synthesis of data; (b) research activities including performance/impact evaluations and rapid/special studies.
• Leading efforts to ide,ntfty ‘key research questions and developing studies that test innovative strategies for addressing improving the quality and uptake of health services.
• Overseeing dissemination of information on successful approaches; lessons and other results’ to local, national, and regional-level intergovernmental bodies, donors, partners and stakeholders.

REQUIREMNETS:

·         Extensive gender-related training experience, including training local personnel in gender and other relevant skills

JOB SUMMARY
The purpose of the Partnership Development Manager (PDM) position is to effectively implement the TAMANI capacity building activities at the facility and district levels. The incumbent also strengthens the Council Health Management Team’s (CHMT’s) capacity to plan and monitor maternal and reproductive health services and ensures their participation in activity design, planning and implementation. The PDM is at the forefront of CARE’s programming and it is essential that she /he has the necessary basic management skills to deliver effectively in his/her respective contexts. PDM is also responsible for successfully planning and executing program initiative activities in the midst of many challenges-including working in remote and/or insecure environments, doing “more with less”, and dealing with numerous requests from different stakeholders.

PDM retains ultimate responsibility for overall implementation (planning, organizing, executing, monitoring, evaluation, and reporting) of TAMANI activities at the district level. She/he coordinates the implementation of activities at the district level and report directly to the Program Coordinator. She/He ensures sound financial management and effectively provides leadership to program team to deliver as well as establish and strengthen relationship with district officials and other collaborators in the program area. Education
